Article 59.bis of the Law on Traffic, Circulation of Motor Vehicles and Road Safety establishes that all holders of an administrative authorisation to drive or circulate shall be assigned an Electronic Road Address. This allowance, which also applies to long-term tenants, is compulsory for legal persons,

In order to be able to carry out the process of making DEV compulsory, the Directorate General of Traffic has previously set up the Register of Proxies. This register, regulated by the Resolution of 9 April 2015, of the Directorate General of Traffic, which creates and regulates the Register of powers of attorney, successions and legal representations of the Central Traffic Headquarters (BOE of 16 April), allows a third party (representative) to access the notifications of the interested entity (represented).
The process of making the DEV compulsory for legal entities means that the DGT will require a DEV in order to register or change the ownership of a vehicle. For this reason, it is important that you get to know the system and sign up for it.
Subscribing to the DEV means that all the Administrations with traffic sanctioning powers (General Traffic Directorate, Basque Government Traffic Directorate, Catalan Traffic Service, Town Councils…) will notify you of the sanctions in the Electronic Road Directorate or in the platforms of the Catalan Traffic Service or the Basque Government Traffic Directorate.
